BRIEF ON CAPTAIN MUHAMMAD ASLAM SHAHEEN

Captain Muhammad Aslam Shaheen was born on 5th November 1952, in a village in District of Faisalabad-Pakistan; therefore his back ground is rural. He is simple and humble man; and may be because of this virtue God has blessed him.


He joined merchant navy as Deck Cadet in May 1971 and passed his successive competency examination and finally got his Certificate of Competency (CoC) as Masters (foreign going) in 1982. Eventually he got first command in 1985 and commanded six different ships.


He joined Federal Government Surveyor on Basic Pay Scale (BPS-18) as Nautical Surveyor and Examiner Masters and Mates on 15th October 1992. He was nominated for two years Master’s degree course for session 1997-98 in World Maritime University (WMU), which completed successfully. His fellowship for WMU was sponsored by Sasakawa-Japan, so he is member of Friends of WMU Sasakawa-Japan.


After coming back from WMU – Sweden, he resumed his duties in same capacity and served the Government and maritime community with total commitment and dedication. Thus he was promoted to next grade (BPS-19) as Deputy Chief Nautical Surveyor in March 2008.


Finally, recognizing his services and considering his good reports, Government of Pakistan promoted him to BPS-20 post as Chief Nautical Surveyor and Principal Examiner Master & Mates in December 2011. He is the first WMU- Sasakawa Fellow to be promoted to this post.


It is hoped that in this high level post, he will be able to contribute much better for implementing provisions of various IMO Conventions to promote safety of life and property; prevention of marine pollution.


He had played a key role in bringing examination system as per STCW 95, for which new “examination rules for deck officer 2006” were drafted.


In compliance with STCW 2010 (Manila Amendments), he again played a key role in bringing all the CoC data in soft copy and Pakistan was succeeded to go on line in May 2011, well before the implementation date of new amendments.
